I went shopping for a used FOX body Mustang and ended up with this. I wonder what happened?

Specs

Stock. No Mods. Every option for that year except CD player. Black interior. 14's in July 2000. Top speed? On a closed course, I couldn't look down at the speedometer when I heard the tensioner squeal. Maybe the belt wasn't keeping up with the crank?
