This is what is referred to as a "Natural". It doesn't have a year sticker on it because it's from the first year of issue for that style of plate, in this case 1977. Pennsylvania had a method of numbering their plates when they had the 5-number/1 letter system. First, they issued plates with 6 numbers and no letters, starting with 100-000. Then they progressed through the alphabet with a letter in the first position starting with A00-000 (Then A00-001, A00-002, A00-003, etc). Next, the letter moved to the tail end, 000-00A. It continued on from there like this: 0A0-000, 000-0A0, 00A-000, and finally 000-A00 if the series made it that far before the series was replaced. This plate was in the initial run of replacement tags that were sent out to replace the yellow on blue "Bicentennial State 76" plates that had the Liberty Bell as the "dash" in the middle.
